Norris Village is an affordable housing community in the City of Winchester’s historic North End neighborhood. Blue Ridge Habitat for Humanity (BRHFH) created # new owner-occupied homes in Phase I (####) and five new owner-occupied homes in Phase II (2021.)
During Phase III of the Norris Village project, scheduled for 2026, BRHFH will renovate five empty homes, tear down and rebuild a sixth home and build a seventh home on a small, undeveloped lot.
All seven Norris Village Phase III properties are future homes for participants in our Homeownership Program. The program empowers qualified local homebuyers, otherwise priced out of the traditional housing market, through education, financial counseling, “sweat-equity” and down-payment assistance. Homeownership applications were accepted from January 23, 2026 to March 24, 2026 and are currently being reviewed. Future homebuyers who complete BRHFH’s Homeownership program are expected to start moving into their homes in early 2027.
In 2025, the Department of Housing and Community Development’s Affordable & Special Needs Housing (ASNH) program awarded BRHFH over $900,000 in funding for Norris Village Phase III. Combined with support from partners and additional grants, funding is nearly complete.
